HCA HEALTHCARE BREAKS GROUND ON CENTER FOR CLINICAL ADVANCEMENT

PEDC and the City of Pearland celebrated with HCA Houston Healthcare as they broke ground on their HCA Healthcare Center for Clinical Advancement on February 26th.

The PEDC and city officials began recruitment efforts for this project with HCA Houston Healthcare and CBL & Associates in 2018. The 48,400 square-foot, state-of-the-art training center will house high-fidelity hospital simulation labs, connected classrooms and de-briefing rooms, where the health system’s nearly 7,000 nurses will receive ongoing clinical education and training.

BEAUTIFICATION EFFORTS CONTINUE ALONG STATE HIGHWAY 288 CORRIDOR

Soon this view as you enter Pearland will be a thing of the past! Utilizing the City Gateways Beautification Strategy, a SH 288 Master Improvements Plan was developed for the corridor in 2015. PEDC, along with the City of Pearland, Pearland Management District No.2, and other community partners, is making progress on the implementation of the proposed improvements, ensuring a quality corridor that will increase our community's competitiveness for talent, jobs & investment.

The first phase of improvements has been incorporated into Brazoria County’s managed toll lanes construction plans. These improvements include brick pavers, wet and dry detention ponds, bridge and barrier painting, decorative form liners, lighting conduit, pond edging, pear sculpture foundations, and upgraded decorative signal poles.

The initial improvements are progressing as the managed toll lanes near completion. Once the initial improvements are complete, construction will start this summer on the next phase of improvements, including landscaping, irrigation, lighting, large water fountains, pear sculptures, and gateway signage, from Beltway 8 to Broadway. The improvements are expected to be complete early 2022.

 

288 MANAGED LANES PROJECT NEARING COMPLETION

Construction continues on the State Highway 288 Managed Lanes Project. With TxDOT's concessionaire constructing the Harris County portion of the project from Clear Creek to US 59 and Brazoria County constructing the portion south of Clear Creek, the project will address the continued growth expected along the State Highway 288 corridor and the resulting increase in congestion, and to address improving access and travel to the TMC and downtown.

Included in the project are direct connects at Beltway 8 and State Highway 288 and to Texas Medical Center and reconstruction of FM 518/SH 288 interchange. The Brazoria County section of the project is expected to be substantially complete by the end of May and the toll lanes are expected to be open to traffic when the Harris County section is completed in late 2020.

 

CONSTRUCTION CONTINUES ON ENDRESS+HAUSER'S GULF COAST REGIONAL CAMPUS

Construction is well underway on Endress+Hauser's Gulf Coast Regional Campus in Pearland's Lower Kirby District. PEDC began working with the company on its relocation in early 2018.

Located on a 17-acre site at the southeast corner of Beltway 8 and Kirby Drive, a groundbreaking was held for the 100,000-square-foot office facility in March 2019. It will be home to approximately 110 employees.

BROADWAY CORRIDOR DEVELOPMENT PLAN COMPLETE

The creation of a FM 518/Broadway master development plan is a priority of the Pearland Prosperity Community Strategic Plan and the former Pearland 20/20 Strategic Plan. PEDC recently completed the Broadway Corridor Development Plan for the segment from SH 35 to SH 288.

Maximizing mobility and safety was identified as the top priority by participants of the plan’s survey, open house, and interviews. Accordingly, the focus of the plan is on the impact of the roadway reconstruction and widening. Multiple recommendations are made to reduce the right-of-way needs for TxDOT’s project, along with a property impact analysis of the widening on specific representative parcels. The plan also includes recommendations on drainage, utilities, bike/pedestrian facilities, regulatory framework and approaches to approve the appearance of the corridor.

With TxDOT planning to design the widening of Broadway from five to seven lanes from Walnut to SH 288 this year, it was the perfect time to identify priorities, consider tradeoffs, and discuss planning considerations. PEDC and the City of Pearland look forward to continued collaboration with TxDOT on its widening project in order to reduce business impacts and develop a corridor that will be attractive for jobs and investment for generations to come.

PEDC RELEASES 2019 ANNUAL REPORT

PEDC released its 2019 annual report, providing a summary of activities the PEDC has accomplished throughout the previous year.

2019 was another year of remarkable economic growth for Pearland. Over the past year, PEDC continued its focus on implementing the Pearland 20/20 Community Strategic Plan, making progress in many of the plan's key initiatives - from economic development marketing to the Lower Kirby District to corridors and beautification.

In addition, PEDC championed a new holistic economic development strategic plan in 2019. Known as Pearland Prosperity, this plan will guide the collective actions of the PEDC and its partners as we move into 2020 and beyond.

RICE DRIER REDEVELOPMENT CONTINUES

One of the main strategies outlined in the Pearland Prosperity Strategic Plan is to invest in key corridors to ensure they are attractive destinations for jobs and investment. A SH35 Corridor Redevelopment Strategy was developed to build upon the Strategic Plan suggestions and provide the strategic actions that are needed to encourage more investment in the corridor. By improving infrastructure and streetscape within the corridor, the image and sense of place, market appeal and overall taxable value of the area can increase.

The Strategy identified the Rice Drier/Halik area as a potential project, as part of Catalyst 2 Business Park North, to better position the properties in the area for investment. Multiple dilapidated and contaminated buildings have been demolished. Energy Rental Solutions, a Caterpillar dealer dedicated to the specialty rental business, recently opened a 40,000 SF headquarters facility in the business park. 

As the City has grown and this section has developed into a light industrial area, the original narrow roads aren't able to accommodate the current traffic demand. As part of the redevelopment process, a preliminary engineering report was conducted to identify needed infrastructure improvements, which were presented in three phases. Phase I improvements - detention capacity and drainage outfall improvements - were completed in 2019.

Currently underway is Phase II - the reconstruction of Rice Drier Road. The engineering design was recently completed and the PEDC Board approved a construction bid for the reconstruction of Rice Drier Road at its April board meeting. Construction is expected to begin in June and take approximately five months to complete.

This next and final step in the infrastructure improvements is Phase III, which will include the reconstruction of Halik roadway and existing water line, construction of new storm sewers, and the drainage lateral between Halik Road and Rice Drier Road.

PEARLAND POPULATION UPDATE

As of January 1, 2020, the population of the City of Pearland is estimated at 129,600, according to the City's Community Development department. This is an increase of 4,600 from the previous year.

 

 

PREPARED FOR PROGRESS: QUARTERLY DEVELOPMENT UPDATE

On April 23rd, the City of Pearland Community Development Department, in conjunction with PEDC and the Pearland Chamber of Commerce, hosted a Quarterly Development Update to provide an overview of land and business development in the Pearland area over the last quarter.

In addition to the normal updates, this quarter’s presentation focused on COVID-19 emergency response measures and resources available to the business and development community of Pearland.
